Lottoland casino: licence and owner

Lottoland casino is operated in Great Britain by EU Lotto Limited, which holds UK Gambling Commission account 38991 from Ocean Village, Gibraltar. Founded in May 2013 by David Rosen, Lottoland is best known for bets on lottery results, with its casino licence added on 11 August 2015. Here's who runs it, how its products differ, and how to check it.

Key takeaways

  • Lottoland's UK operator is EU Lotto Limited, UKGC account 38991, based in Gibraltar.
  • Its remote betting licence dates from 1 November 2014, casino from 11 August 2015 and bingo from 6 December 2019.
  • Lottoland's lottery products are bets on draw results, not official lottery tickets.
  • Wikipedia reports a £760,000 Commission penalty in September 2021; EU Lotto's register entry lists no actions.
  • We don't partner with Lottoland; this profile was checked on 20 October 2026.

Who runs Lottoland casino in the UK

British customers of Lottoland deal with EU Lotto Limited, the company named on the Gambling Commission's register under account 38991. Its head office is at Ocean Village in Gibraltar, where the business started in May 2013 with a small team. The founder is David Rosen.

Lottoland is unusual among the brands we profile because its core product isn't casino games. It began by taking bets on the outcome of lottery draws from around the world, then added scratchcards, slots and table games, and later sports betting, which Wikipedia dates to 2019. The casino is one part of a wider gambling account.

Lottoland casino licence: three licences, three dates

EU Lotto Limited's register entry (opens in a new tab) showed three active remote licences on 20 October 2026, each added at a different time:

Lottoland's UK licences (checked 20 October 2026)
LicenceActive sinceWhat it covers
Remote betting1 November 2014Bets on lottery draws and, later, sport
Remote casino11 August 2015Slots, table games and instant games
Remote bingo6 December 2019Online bingo games

The betting licence came first because a bet on a lottery result is legally a bet. The remote casino licence followed nine months later, and bingo was added in December 2019. The only domain on the account's list was lottoland.co.uk when we checked, which you can see on the domain page for account 38991 (opens in a new tab).

How Lottoland's lottery bets differ from buying a ticket

This is the most misunderstood part of the brand. When you buy an official lottery ticket, part of the price goes to the prize pool and part to good causes. When you bet on a lottery result with Lottoland, you're placing a bet with the operator that the official draw will produce your numbers. If you win, Lottoland pays, not the official lottery.

Who pays prizesThe lottery's prize fundThe betting operator

Critics of this model, as Wikipedia notes, argue that it diverts money from lottery good causes. The odds of matching the numbers are the same as the underlying draw, which for big jackpot games are very long. Our guide to understanding casino odds shows how to turn odds into an expected cost per pound staked.

Lottoland's regulatory history: the 2021 penalty report

Wikipedia reports that the Gambling Commission announced regulatory action against Lottoland in September 2021, with a £760,000 penalty for social responsibility and anti-money laundering failures between October 2019 and November 2020.

When we checked on 20 October 2026, the register entry for EU Lotto Limited listed no regulatory actions, and we haven't confirmed which company in the group the 2021 action named. The register doesn't always show older settlements on every account. If the history matters to your decision, search the Commission's regulatory actions register directly. What such penalties usually involve is covered in our Gambling Commission fines explainer.

Regulatory action records the operator's past failings and the remedies it agreed. It isn't a current warning about the site, and we don't score or rate brands on that basis.

What the 2026 rules mean on a multi-product account like Lottoland

A site that offers lottery bets, casino games, bingo and sport is exactly where the mixed-product promotions ban bites. Since 19 January 2026, an offer can't require you to bet on a lottery draw to receive casino spins, or play slots to receive a lottery bet. Each promotion must stay within one product.

On the casino side, the 10x wagering cap applies to bonuses from the same date, and slot stakes are capped at £5 a spin for over-25s and £2 for 18 to 24-year-olds. Lottery bets aren't slots, so the slot cap doesn't apply to them, which makes a deposit limit the main brake on overall spending.

Since 1 May 2025, marketing consent is product by product, so you can opt into lottery news without agreeing to casino emails. The marketing consent rules page explains how to change your choices.

How to check Lottoland on the Gambling Commission register

  1. Open the Gambling Commission's business register.
  2. Search lottoland.co.uk or account number 38991.
  3. Confirm the result names EU Lotto Limited with a Gibraltar head office.
  4. Check the casino, betting and bingo licences are each marked Active.
  5. Confirm lottoland.co.uk is on the domain list.
  6. Look at the regulatory actions tab, and if you want the full history, search the separate regulatory actions register.

The steps are explained in more detail in our guide on how to check a casino licence.

Safer gambling at Lottoland and other UK sites

Lottery betting can feel low-key because stakes are small, but small regular bets add up. £2 on three draws a week is £312 a year. A deposit limit, which you're prompted to set before your first deposit since 31 October 2025, is the simplest control.

Lottoland must take part in GAMSTOP (opens in a new tab), which blocks you from British-licensed gambling websites and apps for six months to five years. For confidential advice, call the National Gambling Helpline on 0808 8020 133, free and open 24/7, or see our free gambling support guide.

How Lottoland compares with casino-first sites

Lottoland is a lottery-betting brand with a casino attached, so its strengths and its focus differ from casino-only sites. If slots and table games are your main interest, a casino-first operator will usually have a deeper lobby and casino-specific promotions. If you mainly want lottery draws, remember the difference between a bet and an official ticket. For a structured way to compare sites, see our guide on how to choose an online casino.

Frequently asked questions

Who owns Lottoland?

Lottoland was founded in May 2013 by David Rosen, and its British business is operated by EU Lotto Limited, which holds UK Gambling Commission account 38991 from Ocean Village, Gibraltar. EU Lotto is the party named in the terms, the one holding your balance and the one any complaint goes to. Our UK casino brands A–Z shows the companies behind the other brands we cover.

Is Lottoland licensed in the UK?

Yes. EU Lotto Limited holds remote betting, casino and bingo licences from the Gambling Commission, active since 1 November 2014, 11 August 2015 and 6 December 2019 respectively. All three were active when we checked on 20 October 2026. That means Lottoland must follow British rules on verification, bonuses, stake limits and safer gambling. Our guide to checking a casino licence shows how to confirm this yourself.

Is Lottoland the same as buying a National Lottery ticket?

No. Lottoland takes bets on the results of lottery draws; it doesn't sell official tickets. If your numbers come up, Lottoland pays you rather than the official lottery, and your stake doesn't go to the lottery's good causes. The odds of matching the numbers are the same as the official draw. Lottoland's licence for this is a betting licence. Our explainer on the Gambling Act 2005 covers how betting and lotteries are regulated differently.

Has Lottoland been fined by the Gambling Commission?

Wikipedia reports that the Commission announced a £760,000 penalty against Lottoland in September 2021 for social responsibility and anti-money laundering failures between October 2019 and November 2020. When we checked on 20 October 2026, EU Lotto Limited's register entry listed no regulatory actions, and we haven't confirmed which group company was named. Our page on Gambling Commission fines explains how penalty packages work.

Does Lottoland have a casino?

Yes. EU Lotto Limited has held a remote casino licence since 11 August 2015, and Lottoland offers slots, table games and scratchcards alongside its lottery bets. The casino games follow the same British rules as any other licensed site, including the £5 slot stake limit for over-25s, the £2 limit for 18 to 24-year-olds and the 10x wagering cap on bonuses. See our guide to UK casino rules for the full list.

Can Lottoland give me casino spins for a lottery bet?

Not since 19 January 2026. From that date, British licensees can't run promotions that require you to use one gambling product to receive a reward in another, so a lottery bet can't unlock casino spins and slot play can't earn a lottery bet. Each offer must stay inside one product. Bonuses on the casino side also can't carry wagering above 10x. The mixed-product promotions ban page sets out what still counts as allowed.

Where is Lottoland based?

The register gives EU Lotto Limited's head office as Ocean Village in Gibraltar, where Lottoland was founded in 2013. Many UK-facing gambling companies are based in Gibraltar, Malta or Alderney. Wherever the head office is, a Gambling Commission licence means the operator must meet the same British conditions as a UK-based company. Our guide on how casinos get a UK licence describes what the Commission assesses before granting one.

Do I pay tax on Lottoland winnings?

No. Gambling winnings, including bets on lottery results and casino wins, are not taxed for players in the UK. Operators pay duties on their profits instead, and the remote gaming duty on casino profits rose from 21% to 40% on 1 April 2026. That change affects operators’ costs rather than your winnings, which you keep in full. For the HMRC position, read tax on gambling winnings.

Is Lottoland covered by GAMSTOP?

As a British-licensed online operator, EU Lotto Limited must take part in GAMSTOP, the free national self-exclusion scheme, which has been mandatory for online operators since 31 March 2020. Registering blocks you from British-licensed gambling websites and apps for six months to five years, and the exclusion can't be cancelled early. Our guide to using GAMSTOP walks through signing up step by step.

How do I complain about Lottoland?

Start with the complaints procedure in Lottoland's terms, including dates, amounts and screenshots. The company then has eight weeks to resolve it. If it doesn't, or you disagree with its final response, it must refer you to a free alternative dispute resolution provider. The Gambling Commission doesn't rule on individual disputes. Our guide on how to complain about a casino runs through the stages and the deadlines at each one.
