LeoVegas: owner, licence and brands

LeoVegas in the UK is operated by LeoVegas Gaming PLC under UK Gambling Commission account 39198, and the group has been owned by MGM Resorts International since September 2022. Founded in Sweden in 2011, it now runs several British brands from that one licence, BetMGM among them. Here is the structure, the dated regulatory record and how to check it yourself.

Key takeaways

  • LeoVegas Gaming PLC holds UKGC account 39198; the group is headquartered in Stockholm with main operations in Malta.
  • MGM Resorts International completed its purchase of LeoVegas in September 2022, in a deal worth about $604m.
  • Six active UK domains share the licence: leovegas.co.uk, betmgm.co.uk, betuk.com, 21.co.uk, pinkcasino.co.uk and slotboss.co.uk.
  • The Commission has taken action against the licence holder twice: £600,000 in May 2018 and £1.32m in August 2022.
  • We don’t partner with LeoVegas; the offers below are from casinos we check (last checked 5 October 2026).

LeoVegas UK: the licence holder and owner

Behind the LeoVegas name are three layers. The brand is LeoVegas; the licence holder is LeoVegas Gaming PLC, which appears on the Gambling Commission register entry for LeoVegas Gaming PLC (opens in a new tab) under account 39198; and the ultimate owner is MGM Resorts International, the American casino and hotel group, which completed its takeover in September 2022 for about $604m.

The company was founded in Sweden in 2011. Its headquarters remain in Stockholm, while its main operations are run from Malta, a common base for European online gambling companies. Under UK rules none of that changes which protections you get: any operator serving British customers must hold a Commission licence and follow British conditions. We aren’t affiliated with LeoVegas; this entry in our UK casino brands A–Z is a dated, factual profile.

LeoVegas sister brands: six UK sites on one licence

One of the less obvious things about LeoVegas is how many UK brands sit on the same account. As of October 2026 the register lists six active British domains under LeoVegas Gaming PLC.

Sharing an account means the same company verifies your identity, holds your money and answers your complaints at all six, even though each site has its own look and promotions. It also means one regulatory record covers them all. For the MGM-branded site specifically, see our BetMGM UK profile, and for the general idea, our casino sister sites explainer.

What changed when MGM bought LeoVegas

MGM Resorts International completed its acquisition in September 2022. For British customers, the important point is that the licence holder stayed the same: LeoVegas Gaming PLC kept account 39198, so existing accounts and balances weren’t moved to a different company. What changed was the group behind it, and with that the arrival of the BetMGM brand on the same UK licence.

Ownership changes are worth noting because they can lead to rebrands, merged accounts or new terms. When that happens, read the updated terms and note the date they took effect. Our guide to rebranded casinos explains what to look for when a familiar site changes hands or names.

LeoVegas fines and regulatory action in the UK

The Gambling Commission has taken action against LeoVegas Gaming PLC twice. In May 2018 the company agreed a £600,000 regulatory outcome, and in August 2022 it agreed a £1.32m outcome. Both were against the licence holder, so they relate to the systems behind the business rather than to a single brand. The Commission’s enforcement action list (opens in a new tab) is the place to read the full public statements.

A past action is context, not a current warning. It tells you the regulator found failings and that the company agreed to fix them. Our explainer on Gambling Commission fines sets out how these outcomes are reached and what they usually include.

LeoVegas casino and sportsbook: the 2026 bonus rules

LeoVegas holds remote casino, bingo and betting licences, and several of its brands combine casino games with sport. Since 19 January 2026, that matters for promotions. The mixed-product promotions ban means a single offer can no longer require a sports bet to release casino spins, or casino play to earn a free bet. The 10x wagering cap from the same date limits how much play any bonus can demand.

A worked example shows the difference. Under the old approach, a £50 casino bonus with 35x wagering would have required £1,750 of play. Today the most it can require is 10 times, or £500. That is still a lot of play, and the house edge works against you across all of it, so a bonus is never a reason to gamble more than you planned. The wagering calculator lets you run your own numbers.

How to check the LeoVegas licence on the register

  1. Find the Gambling Commission account number in the footer of the LeoVegas site or app; it should be 39198.
  2. Search the public register by that number or for LeoVegas Gaming PLC.
  3. Confirm the remote casino licence shows as Active.
  4. Open the domain names tab and check the address you are on, such as leovegas.co.uk, is listed as active.
  5. Read the regulatory actions tab for the recorded outcomes.
  6. If you followed a link from an advert, compare the address bar with the register list before entering any details.

Safer gambling tools at LeoVegas

LeoVegas Gaming PLC must offer the full UK set of controls: deposit limits, time-outs, reality checks, self-exclusion and participation in GAMSTOP. Since 31 October 2025 new customers have been prompted to set a financial limit before depositing, and decreases apply immediately. Because one company runs six brands, check whether a self-exclusion at one covers the others; GAMSTOP covers them all regardless. Our safer gambling tools compared guide explains which tool suits which situation, and GamCare’s chat service (opens in a new tab) offers free, confidential support alongside the National Gambling Helpline, 0808 8020 133.

Complaints and dispute resolution at LeoVegas

Complaints start with LeoVegas’s published procedure. The operator has eight weeks to resolve them; if it can’t, or you reject its final response, it must refer you to its approved alternative dispute resolution provider. The Commission’s guide to taking a complaint to an ADR provider (opens in a new tab) explains what ADR can and can’t do. Our complaints and ADR rules page sets out the timings.

How LeoVegas compares as a type of UK casino operator

LeoVegas is a multi-brand international operator owned by a land-based casino giant. That puts it in the same broad category as other group-owned brands, such as Grosvenor under Rank, though the structures differ: Rank runs British venues, while MGM’s land-based casinos are overseas. Neither model is inherently safer; the UK licence sets the floor for both. If you’re comparing the structures behind brands, our guide to how online casinos make money explains why groups run several sites, and how to choose an online casino lists the checks that matter.

Frequently asked questions

Who owns LeoVegas?

MGM Resorts International owns LeoVegas. The American group completed its purchase in September 2022 in a deal worth about $604m. The UK licence is held by LeoVegas Gaming PLC under Gambling Commission account 39198, and the business is headquartered in Stockholm with its main operations in Malta. For players, the licence holder is the key name, because it runs accounts, payments and complaints. Our BetMGM UK profile covers the MGM-branded site that runs on the same licence.

Is LeoVegas licensed in the UK?

Yes. LeoVegas Gaming PLC holds a UK Gambling Commission licence, account 39198, covering remote casino, bingo and betting. leovegas.co.uk is listed as an active domain on that account as of October 2026. The licence requires age and identity checks before play, safer gambling tools, GAMSTOP participation and compliance with the stake limits and bonus rules introduced in 2025 and 2026. You can confirm the details yourself using our casino licence check guide.

What are LeoVegas sister sites?

LeoVegas’s UK sister sites are the other active domains on licence 39198: betmgm.co.uk, betuk.com, 21.co.uk, pinkcasino.co.uk and slotboss.co.uk. They share a licence holder with leovegas.co.uk, which means the same company handles verification, withdrawals and complaints across all six. Each brand sets its own look and promotions within that framework. Because one regulatory record covers them all, past fines apply to the whole group of sites. Our casino sister sites guide explains how to find these networks for any brand.

Is LeoVegas the same company as BetMGM UK?

In Britain, yes: betmgm.co.uk is listed as an active domain on LeoVegas Gaming PLC’s licence, account 39198. MGM Resorts International owns LeoVegas, and its BetMGM brand reaches UK customers through the LeoVegas business. If you hold accounts at both British sites, you are dealing with the same licence holder, so limits, verification documents and complaints all go to one company, even though the two sites look different. See our BetMGM UK profile for more.

Has LeoVegas been fined in the UK?

Yes, twice. LeoVegas Gaming PLC agreed a £600,000 regulatory outcome with the Gambling Commission in May 2018, and a £1.32m outcome in August 2022. Both were taken against the licence holder, so they relate to its systems across all brands rather than one website. The Commission publishes a statement for each case explaining the failings and what the company agreed to change. Our Gambling Commission fines page explains how outcomes like these are decided and why they matter as context.

Where is LeoVegas based?

LeoVegas is headquartered in Stockholm, Sweden, where it was founded in 2011, and runs its main operations from Malta. Its owner, MGM Resorts International, is based in the United States. Location doesn’t change your rights as a British player: any operator that serves UK customers must hold a Gambling Commission licence and follow British rules, wherever its offices are. Those operators have paid 40% remote gaming duty on their profits since 1 April 2026, which is a cost for the business, not for you. Our remote casino licence page explains who needs one.

Can I combine a LeoVegas casino bonus with a sports bet?

Not in one promotion. Since 19 January 2026 UK operators have been banned from running offers that require play on one product, such as sports betting, to unlock a reward on another, such as casino spins. LeoVegas can still run separate casino and sports promotions, but each must stand alone, and any wagering is capped at 10 times the bonus. Older adverts and review pages may still describe the previous style. Our mixed-product promotions ban page explains the rule in detail.

Is LeoVegas safe for UK players?

LeoVegas operates on an active UK licence, which is the main test of whether a site is safe to use in a regulatory sense. That licence brings protections such as identity checks, data rules, safer gambling tools, GAMSTOP and access to free dispute resolution. It doesn’t mean you are likely to win; every casino game has a house edge, so losses are expected over time. Set a deposit limit before you play. More on what licensing does and doesn’t protect is in are online casinos safe in the UK.

Does self-excluding from LeoVegas block BetMGM and Pink Casino?

It may not, so check with the operator or use GAMSTOP. An operator self-exclusion applies according to the licence holder’s own policy, which might cover one brand or all six on licence 39198. GAMSTOP blocks every British-licensed gambling site and app in one step, for six months, one year or five years, and can’t be cancelled early. If you are excluding because gambling has become a problem, GAMSTOP is the more complete route. Registration takes a few minutes, as our GAMSTOP guide shows.

How do I complain about LeoVegas?

Use the complaints procedure on the LeoVegas site, setting out what happened with dates and amounts. The operator has eight weeks to resolve it. If it doesn’t, or you disagree with the final response, ask for referral to its alternative dispute resolution provider, which is free and independent. The Gambling Commission doesn’t resolve individual disputes, but you can report concerns to it. Our how to complain about a casino guide explains each stage and what evidence to include.
